摘    要:科技的不断突破,知识的快速更新,促使经济社会发展竞争力由依靠物力资本为主转向以知识资本和人力资本为主。因此,无论是个人、社会组织,还是国家均应意识到:必须用全新的学习观念、学习习惯、学习目标、学习方法及学习途径,提高学习力,才能构筑起发展所需的社会学习型状态,实现经济社会发展所追求的创新成果。也应该认识到:学习力是发展最需要的本质竞争力。

Abstract:Continuous breakthrough of science and technology and fast renewal promote the transition from material capital to Knowledge capital and manpower capital.Therefore,any individual,social organization or a state should realize that it is necessary to use antirely new study concept,new habit,new target and new method to raise learning ability to form a social study pattern,and to gain creative result,and should also realize that learning ability is an essential power most needed by development.
