| 摘 要： | 就业问题已经成为 2 1世纪摆在我国人民面前的最为严重的问题之一。劳动力供给持续增长、经济增长率减缓、产业结构调整、劳动力素质低等因素成为就业难的障碍 ;政府的责任就是制定行之有效的就业政策 ,并通过实施这些政策 ,达到缓解就业压力 ,实现充分就业、社会稳定的宏观经济管理目的。

| Abstract: | The problem of employment has become one of the most serious ones Chinese people have to face in the 21st century. The barrier of employment lies in quite some factors: continued increase of labor supply, the slowdown of economic increase, the adjustment of industrial structure, and the low quality in the labor force. It is the responsibility of the government to constitute and implement efficient employment policies to relax the employment pressure, and to realize the macroscopic economic administration goals of sufficient employment and stable society. |
