| 摘 要： | 中国传统的厌讼意识从观念和制度层面对我国法制现代化进程起到一定的阻碍作用。在市场经济和民主政治条件下,必须消除民众的厌讼心理,才能为法治建设铺垫观念基础。在这个过程中,政府和民众都应当发挥相应的作用。
