突发事件网络舆情引导干预效果评估指标体系研究

近年来，突发事件引发的网络舆情数量激增，政府对网络舆情引导管理的形势愈发严峻，政府公信力和号召力也面临着巨大挑战。对突发事件网络舆情引导干预效果做进一步的评估研究，可以有效衡量政府相关部门对此次舆情的引导状况，对明确未来引导干预的相关工作具有重要意义。文章分析了突发事件网络舆情引导干预效果的影响要素，从信息发布效果、网络谣言控制效果、事件处置效果、网民引导效果四个方面构建了舆情引导干预效果评估指标体系，运用层次分析法，得出了指标体系各个指标的影响权重。研究结果为突发事件网络舆情的引导干预效果评估及科学引导提供了参考依据。

Research on the Evaluation Index System of the Effect of Network Public Opinion Guidance and Intervention in Emergency

In recent years, the number of network public opinion caused by emergencies has increased sharply. The government guidance and management of network public opinion is becoming increasingly serious. The government credibility and appeal are also facing great challenges. Further evaluation and research on the effect of emergency network public opinion guidance and intervention can effectively measure the current situation of public opinion guidance of relevant government departments, and has important practical significance for the future guidance and intervention related work. This paper analyzes the impact factors of emergency network public opinion guidance intervention effect, constructs the evaluation index system of public opinion guidance intervention effect from four aspects:information release effect, network rumor control effect, event disposal effect and netizen guidance effect, and obtains the influence weight of each index in the index system by using analytic hierarchy process. The results provide a reference for the evaluation of intervention effect and scientific guidance of emergency network public opinion.
