试论高等学校管理的法制化及规范化

市场经济越发达,高校与社会之间的联系就越密切,高校内部的利益关系也越复杂,继续沿用计划经济下的高校管理模式,已经不能适应这种错综复杂的利益关系。目前高校管理中普遍存在法律意识不强、规章制度不健全、人治大于法治、民主管理和法律服务机构不到位等问题。要解决好这些问题就必须进一步加强高校领导集体和师生员工的法律意识,建立健全内部管理制度,完善民主管理制度和高校监督机制并建立校内法律服务体系。

Establishment Management System of Modern Universities and Administration by Law

With the market economy mere prosperious, the closer the connection between university and society becomes and the more complicated the inner interest relation of universities. The administration of universities under planned economy already doesnt fit the complicated relation of interest. At present, there are five common issues in universities administration such as: Lack of low consciowsness, unhealthed regulation, administration by man being superior to low, lack of democraly and law services. It is very necessary to reinforce. law conscious of leaders, whole staff and students, to establish inner perfect system and regulations to improve democratic system of management and inner supervision system and to establish inner law services in universities and management system relevant to market economy.
