| 摘 要： | 城市政府是国家行政机关的重要组成部分,它是城市社会经济活动的管理者、公共服务的提供者。而城市性质和功能的巨大变化,要求城市政府加快政府角色与职能的转变,同时也要求城市政府组织结构发生相应变化,这对于构建符合我国国情的城市公共行政体制,推动城市现代化有着十分重要的意义。

| Abstract: | The urban government is a vital part of administrative organs, as the provider of public management and public service. However, the great transformation of city functions appeals to the further shift of urban governmental functions and of the urban government organizations, which is of much significance to the establishment of urban administrative system and urbanization. |
