试论政府转型的目标模式

政府转型是指政府职能进一步转变,政府行为不断规范,政府角色更加明晰的系统过程,是我国政府改革的基本目标。政府转型的目标模式应立足于公共服务型政府建设,通过建设公共服务型政府,实现我国政府在施政理念、政府职能、管理方式、绩效标准等诸多方面的全新转变。

Government transformation means that government function is changed further, government behavior standardized constantly and the government role made more distinct. The government transformation has already becomes the basic goal of the reform of our government.
