清末留日学生从量到质的转变 ——关于清末“五校特约”留学的考察

在清末留日热潮中，清政府在意识到速成留学所存在的一系列问题后，下令停止速成留学生的派遣，并实施了以提高质量为目标的“五校特约”留学政策，留日学生由此出现了从量到质的转变。本文根据有关史料，着重对清末“五校特约”留学政策的形成背景、过程及其内容、实施状态进行探索，并以浙江省为例分析了各省在这一政策实施过程中的反应。

The Change From Quantity to Quality Occurred Between Students Studying Abroad at Qing Dynasty--The Investigation for the Programs in Five Japanese University

During the high peak of the student rush to Japan late in last century, the Qing Dynasty government ordered a sudden suspension on the government funding programs of sending short|term students to Japan. A quality|oriented policy was implemented that confined the programs in five Japanese universities. On the basis of a documentary study of the official newspaper, Qing Dynasty Students in Japan, this study presents a historical survey of the background and the whole process of the relevant Qing Dynasty policy and its reactions and consequences, especially in the case of Zhejiang Province.
