工程论证中的社会性因素分析——围绕圆明园防渗工程进行的分析

关于工程活动的论证的分析已经从“可行性论证”扩展到“不可行性论证”。在这种理解中,自主论的观念一直占主导地位,其表现即可行性论证和不可行性论证是工程专家主导论证的结果。但是,隐含在专家主导背后的看不见的手权力显示出论证本身的社会性因素,特别是随着社会建构论的发展、公众作用的凸现更加说明了工程论证是一个社会建构的结果。从论证共同体来说,专家与公众构成了无法分开的网络;从论证过程来说,论证的角度不再仅仅是技术角度的,而是文化性、社会性的;从论证方法来说,听证会这一社会形式已经突破了专家的纯粹技术性论证。

Analysis of Social Factors During Engineering Project Argumentation--On the Antiseep Project in Yuanmingyuan Park

The argumentation for an engineering project has been extended from feasibility to infeasibility study nowadays.It implies that the autonomous notion is predominant,which is reflected by the role of engineering experts.But,what is concealed behind them is just the power,one of the social factors.In particular,accompanied with the development of the theory of social construction,it is more obvious that the engineering argumentation is nothing but a step in social construction as a result of how the public opinion stands out.For the social community who argue for the feasibility or infeasibility,experts and the public form a network to connect one with each other.The process of argumentation shows not only the technical view but also the cultural and social views,and the argumentation in form of hearing has broken through the pure technical argumentation itself by experts.
