试析清朝治藏政策

清朝为了加强对西藏的治理曾采取一系列重大措施,当时清政府的治藏政策有设置驻藏大臣,订立治藏章程;"众建而分其势";派驻官兵,整顿藏军;设立台站,"厘定疆域".当时清政府振兴西藏经济的措施有改革乌拉、租赋、钱法、贸易制度;活跃民族贸易;创报、兴学、发展农牧工矿业和加强交通、邮电事业的开发等.总之,清朝的治藏政策,对维护国家的统一,抵御外敌的侵略,发展西藏经济起到重要的作用.

Analysis of Administerial Policy for Tibet in Qing Dynasty

Qing government took a series of important measures in order to enhance the administration of Tibet: The administrative policies of Qing government for Tibet include governors, draiving up administrative regulations. and reorganizing Tibetan troops and so on. The economic measures for Tibetan development are as follows: reforming tax, lending tax, and activating national trade. The measures of the last stage arestarting newspapes, establishing schools, developing agriculture, pasture, industry and mining industry. In a ward, the above mentioned measures play an important part in protecting theunity of the nation and developing Tibetan economy.
