| 摘 要： | 执行不动产规划是保障土地资源可持续利用的前提,我国目前土地资源的浪费是未能有效执行不动产规划的结果,对此既有体制原因,也有法律原因。将不动产规划提升为具有法律性质的规范,以及将执行不动产规划作为施政要求,无疑是解决问题的重要途径。社会民众和立法机关的参与必将增强制定不动产规划的公正性和执行不动产规划的强制性。
