地方性公共产品负外部性内部化的路径选择

地方性公共产品的基本功能是满足地方公众的效用和需求。但由于负外部性的客观存在,使得公共产品很难达到最优效用水平。政府失灵、决策信息不对称以及地方官员的政绩取向等现象是地方性公共产品负外部性形成的重要原因,应通过改革公共产品的供给体制、完善决策机制以及实行科学有效的转移支付制度等措施,促使地方性公共产品负外部性内部化。

Path selection of local public goods negative externality and internalization

The basic function of local public goods is to satisfy the demand and the effectiveness of the region public.However,exist,it is difficult to achieve the optimal level of effectiveness due to the negative externalities.The government malfunctions,the asymmetrical decision information as well as official's achievements orientation are the important reasons which make the local public product form negative externality.The article proposes some measures to promote local public goods to internalize negative externalities.
