| 摘 要： | 美国联邦独立管制委员会修正了传统的西方三权分立制度,是一个具有行政权、准立法权和准司法权独特机构,独立于美国行政部门。美国联邦独立管制机构的制度在美国兴起现象及其缘由,立法、行政和司法三权混合配置及权力运行的限制,以及所产生的影响对我国管制制度建立和完善有启示。

| Abstract: | The U.S.Federal Independent Regulatory Commission,which has amended the traditional Western powers separation system,is an executive power and a unique institution of quasi-legislative and quasi-judicial powers,independent of the U.S.executive branch.The rise of the hybrid configuration and its cause,the mixed configuration of legislative,executive and judicial power,and the limitations of the exercise of power have been illustrated as well as their impact and revelation on establishing and perfecting the controlling system in China. |
