摘    要:新增长理论认为,人力资本投入和技术知识生产的收益是递增的。从陕西关中地区人力资本现状出发,运用新增长理论来分析关中人力资本的开发与利用,主张要转变思想观念,认识人力资本优先发屣的重要性,优化人力资本开发和利用环境,加强教育投资力度,优化配置教育资源,重视卫生保健投资。

Abstract:According to the new growth theory, the benefits of human capital investment and technological knowledge production are incremental. The paper starts with the status of human capital in Guanzhong area, and analyzes the development and utilization of human capital there by mean of the new growth theory. What the author holds is to transform the ideas, understand the importance of giving priority to the development of human capital, and optimize the hard and soft environments of human capital development and utilization. Then the emphasis is placed on strengthening educational investment, optimizing the distribution of educational resources and highlighting the investment in sanitation and health.
