| 摘 要： | 我国的科技投入相对不足 ,客观上要求国家继续加强对科技的投入力度 ,与此同时 ,由于科技资源配置不合理 ,科技投入浪费严重 ,科技资源使用效率低。为此 ,必须从体制、制度、政策和管理等方面采取有效措施 ,堵塞漏洞 ,并按照经济学理论配置科技资源 ,实现科技投入效用的最大化

| Abstract: | Investment in science and technology in China is comparatively insufficient, and the government should strengthen the effort in this respect. Meanwhile , distribution of scientific and technological resources is inappropriate. Investment is often improperly used, thus efficiency is lost, Therefore, effective measures should be taken in regard to the operating mechanism, state policies and administration to improve efficiency, apply economic theories to the distribution of resources and maximize the output of the investment. |
