“城中村”治理的困局及其跨越

随着中国“城市化”或“城镇化”的加速，“城中村”问题越来越凸显出来，其中出现的瓶颈和困境更是不容忽视。具体说来，当下中国“城中村”治理所面临的困局主要有三：一是一元化思维所导致的观念偏向；二是“去乡村化”所导致的对“城市化”或“城镇化”及“城中村”理解的偏颇；三是“文化缺位”和制度创新所导致的“创生力”的不足。要克服这些根本性问题，对“城中村”进行多元化、辩证性、动态、科学的理解和探讨，将是学术界和实践工作者义不容辞的责任和任务。

The Dilemma And the Surpass of the Governance Toward the "Villages Within the City"

With the acceleration of Chinese urbanization,the problem of "villages within the city" has been growing obviously,and cannot be ignored any longer.To put it specifically,the Chinese government is faced with the following three obstacles: first of all,the perceptional bias caused by a unified and monistic way of thinking.Second,the misunderstanding of the concepts of Chinese urbanization and "villages within the city" caused by the idea of "country removal".Third,the deficiency of "creativity" caused by "cultural vacancy" and "system revolution".Consequently,researchers and practical workers bear on their shoulders the obligatory duties to have a diverse,dialectical,and dynamic understanding and discussion.
