对提高当前我国人大代表素质的几点思考

人民代表大会制度的加强和完善，是一个系统性、综合性很强的工作，也是一项长期而艰巨的任务，其中人民代表素质的提高，是一个非常重要而又关键的环节。人大代表的素质是指其履行代表职责所必须具有的内在品质和能力，其核心内容包括知政、参政、议政和督政等方面的能力。它直接制约着各方面人民的利益,通过其选出的代表集聚、表达和实现的程度，影响到人民代表大会这一权力机关权威的树立和作用的发挥,因而构成人大代表素质的核心内容，是我们提高人大代表自身素质应抓住的关键。

The thoughts on the improvement of the representative quality of the People's Congress at present

It is a systematic complex work to improve and perfect the system of the People's Congress. It is also a difficult task, which needs a long time.Its most important key point is to improve the Representative's quality. This thesis defines that the Representatives' quality refers to both the personal quality and the political ability of the Representatives to execute his (or her) duties, which include knowing, predicating, discussing and inspecting the politics. It directly restricts the procedure of the collection, expression,and realization of the people's benefits; and affects the authority and function of the People's Congress. All these form the core of the Representatives' quality, and become the key point of improving the Representatives' quality.
