| Abstract: | The article makes a study of tfie educational functions, principles and advan-
tages of a new pattern of jointly-run higher learning institution with active participation by
existing universities or colleges on the one hand and local governmental departments or en-
terprises on the other with a view to speeding up the development of higher education for
adults, and offers some constructive suggestions for educational transformation. |
