The Early City Administration of the Chinese Communist Party: A Case Study of Handan in the Early Period of Post-Liberation

In the period from the liberation by the Eighth Route Army in 1945 to the year of 1949, the Chinese Communist Party carried out a seriesof research work and practice of city administration in Handan. This pion- eering work in the administration of the city of Handan provided a theoretical foundation for the program of the Party to shift its major focus from the country to the city and also helped the Party accumulate some experience of city administrating for later use in transforming work of other cities in the country. On the other hand, the theory of "the Country Surrounding the City" proposed by Mao Zhedong was enriched with the case of Handan. The pioneering work has a profound historical significance, making it a part of the Chinese Communist Party's revolutionary exploration.
