| 摘 要： | 环境的整体性和环境问题的复杂化，要求环境法律政策进行整合和部门管理一体化。相反．环境法律政策和管理的碎片化，抬高了环境保护的成本，降低了环境治理的效率。英国以可持续发展为核心进行政府机构改革，并实施整体污染控制制度，贯彻了环境法律政策整合的理念，符合现代环境法的发展方向和要求。

| Abstract: | Environmental integrity and the complexity of environmental issues call for legal and managerial integration;otherwise,the cost of environmental protection rises and efficiency goes down as a result of the fragmentation of environment law and policies and administration.In UK,an integration of environment law and policies is realized as a result of institutional reform and the initiation of IPC in view of sustainable development,which is in accordance with the trend of environment law in the future. |
