城市基层政府管理模式的转型:对于一个街道社区的个案研究

随着社区建设的深入发展,居委会层次上的社区建设已经告一段落,实际上,这项重要的改革正在进入第二个阶段,即街道层次上的社区管理模式的建立。在对北京市LG社区进行个案调查的基础上,对街道层次上的社区建设内容进行描述可知,该社区管理模式的改革是对社区建设的发展和深化,是对“街居制”全面改革的第二步。它代表了基层民主管理扩大的趋势,体现了社会管理中的治理理念,更加与发达国家城市管理体制接轨,体现了现代社会管理体制的特点。

On the Management Model Transformation of Urban Grass-rooted Governments--A Case Study of Street Community

With the development of the community construction, the construction of residential committee has entered its second stage, namely, the construction of street community management model. On the basis of the case study of LG community in Beijing, we know that its reform, as the development of community construction, is the second step of the overall reform of street committee system from the analysis of street community construction. As the reflection of the management notion and the tendency of the enlargement of grass-rooted democratic management, it keeps in line with the modern system of urban management of developed countries.
