Shanghai＇s social development during the 12th five-year-plan period should realize the principles and objectives which are put forward during the 11 th five-year-plan period and consolidate the basis for the long-term development. Shanghai should pay special attention to deal with the relationship between social development and economic development and the relationship between the first-move advantage and the convergence of the national policy system. This article suggests that the Shanghaig social development during the 12th five-year-plan period should focus on the improvement of social security system, adhering to the separation between the public welfare and industrial development and the innovation of social management mechanism.
