| 摘 要： | 概念是把握与认识世界的工具。金融监管的有效性与金融机构问题的认识及有效处置紧密相关。因此，从问题的角度来看待金融监管法律制度的再造与改良是金融安全法律网有效创新中的核心问题，而这也在实质上表明，在制度升级中，准确界定问题金融机构是基础，是必要的前置条件。

Therefore, it is of great significance for the reconstruction and improvement of the related legal system, which proves that it is the indispensable precondition to clearly define problematic financial institutions. |
