| 摘 要： | 政治参与是一个具有多重内涵的名词，其“硬核”部分表达的就是对政治的介入和影响，是传统政治的表现形式。公民参与的提出是对政治参与“保护带”调整的结果和产物，它与现代民主政治相对应，是现代政治的表现形式。公民参与不仅仅是对政治参与的辨证否定，它还是一种理论范式的转换。
