The Essence of Rule of Law and Leadership under the Rule of Law

Essence of rule of law lies in rational dealing with the relation between law and power,since law is not merely a means,but also the source of power.Rule of law aims to eliminate arbitrariness of either individuals or groups and is achieved by showing respect to tradition,science and democracy.Rule of law,featuring socialism with Chinese characteristics,is connotatively an organic unity of adherence to our Party＇s leadership,master position of the people,and governance by the rule of law,or rather,the equal relation of the three elements.Rule of law is both a state system and an art of leadership;furthermore,it is a critical means to summarize experience,harmonize the relation of leading group,and the relation between cadres and masses.
