失地农民权益流失成因及防治措施

改革开放以来,随着我国城市化和工业化步伐的加快,农村集体土地大量被征用,并产生了为数众多的失地农民。由于土地产权模糊、"公共利益"界定不清及价值衡量的不对称等原因,农民失去土地后,面临着一系列的问题,失地农民的生活风险凸现。明晰土地产权、尊重农民意愿、完善法律法规及增加失地农民人力资本投资等是解决失地农民问题的有效途径。

The Cause for Land-losing Farmers' Rights and Interests Outflow and the Preventive Measures

Since the policy of reform and opening implemented,collective land in the countryside has been widely taken over for use,thus a lot of land-losing farmers appeared with the quickening pace of urbanization and industrialization.Because of ambiguous property rights of land,indistinct definition of public benefits and a symmetrical value measurement,the land-losing farmers faced a series of problems and their life risk emerged unexpectedly.The effective ways to solve problems of the land-losing farmers are to define the property rights of land clearly,respect farmers' will,make the law and regulations perfect and increase human capital investment of the land-losing farmers.
