| 摘 要： | 环境保护直接关系着人类的前途与命运，影响着世界每一个国家、地区、民族乃至每一个家庭及每一个人的生存与发展。近年来，在国际社会的积极倡导和不断努力下，许多西方国家都把环境保护提升到国家经济社会发展的战略高度来考虑，并根据本国的实际情况制定强有力的环境保护法律法规和政策措施，确保社会可持续发展。结合科学发展观的理念对西方各国环境保护法的发展历程进行分析总结，指出其终极价值是以人为本，并分析环境保护法的发展趋势。
