金融支持甘肃民族地区经济发展的对策建议

在西部大开发的过程中,中央政府加强了对少数民族地区的财政支持,但由于现行财政转移制度在短期内无法从根本上满足民族地区的资金需求,因而,加强对民族地区政策性和商业性金融支持是推动民族地区经济发展的关键性课题之一。依据“供给领先”理论,通过对甘肃少数民族地区社会经济环境的优劣势对比以及金融支持体系存在问题的分析,表明甘肃少数民族地区促进经济发展的金融对策应着重加大金融政策支持、建立健全金融机构支持体系、积极创造金融条件以及营造良好的信用环境等。

On Financial Support for Economic Development of Gansu Minorities-inhabited Regions

While implementing the Development of Western Regions,the central government has strengthened financial support for minorities-inhabited regions;however,it is still far from the actual needs.Therefore,it is a key issue to promote economic development in these regions by strengthening financial support in terms of policies and commerce.In accordance with "provide-first' theory,by analyzing the comparative advantages and disadvantages of the regions,and financial support systems the article indicates that financial policies for these regions should focus on strengthening financial policies support,establishing healthy financial structure supporting system,actively creating financial conditions and favorable credit environment.
