我国公务员财产申报的建制现状及其完善路径

公务员财产申报制度对有效约束和规范国家公务员的行为,促进廉洁从政,树立政府和公务员的良好形象具有积极作用。然而,目前我国构建公务员财产申报制度还面临诸多障碍,难以有效监督公务员的财产状况。分析提出加快立法进程、加大监管力度、扩大主体范围、完善配套措施、建设廉政文化、借鉴国际经验等多维路径,以尽快完善我国公务员财产申报制度,使之成为预防和惩治腐败的利器。

Current status of the system-building for the public servants' properties declaration in China, and the approaches for its perfection

Properties declaration system exerts positive effects on restraining and regularizing public servants′ behaviors,promoting honest and clean governance,establishing a good image of the government and the public servants.But currently we come across many obstacles to construct a perfect properties declaration system in our country,and are difficult to supervise the status of the public servants′ properties.Therefore we must perfect the properties declaration system through multi-dimensional approaches,such as expediting legislations,strengthening regulation,enlarging the scope of subject,amplifying auxiliary rules and regulations,constructing honest and clean administration culture and using the experiences of other countries,make it become sharp weapon of preventing and punishing corruption.
