现代西方国家坚持以德治国与依法治国相结合,积累了可资借鉴的经验,主要表现为:政德建设是实施德治与法治的助推器;制度建设是道德建设与法律建设的结合点,其中又特别注重法律体系和道德体系在内容上相互吸收、在功能上相辅相成、在实施中相互支撑;政治反贪治腐是道德建设与法律建设的核心环节.

On the History Experience in Combining Rule by Moral with Rule by Law in the Modern Western Countries

The modern western countries have accumulated much useful experience which can be used for reference in combining rule by moral with rule by law. For example,the construction in political virtue can help to promote the enforcement of the rule by moral and rule by law. The system developments are the combinative point of the moral developments and the law developments,in which it is specially emphasised that both the law system and the moral system absorb each other in contents,complement each other in functions,and support each other in practice. The counter corruption in politics is the core of the moral developments and the law developments. ;
