"国民素质"与"人的全面发展"--对人学理论两个基本范畴的新界定

“国民素质”与“人的全面发展”都具有研究人类素质的属性和功能,两者对人的潜能开发具有同一性,又有区别:国民素质的提高具有素质观念要求的内化性和外在表现稳定性,而人的全面发展的实现具有社会、经济、文化条件的需求性和未来理想性。因此,两者的关系是:国民的素质观念是在人的全面发展过程中内化而形成的,人的全面发展的实现形式主要表现为促进国民整体素质的提高。

All-round Human Development and National Quality --New definition of two basic categories on philosophy of human

On the basis of reorganizing the definition concepts of " all-round human development"and"national quality", the thesis gave a new explanatory note to the two concepts. The author, by comparison,put forward that the two had the function and nature of studying human characteristic,both of them had not only identity,but differences as follows in terms of taping human latent energy. The improvement of national quality has internalization and relative stability of quality concept, but the realization of all-round development has the demand for social and economic conditions and the coordination. Therefore, the relationship, between them is that the concept of national quality internalizes and develops quality in the course of all-round developmentand the realization of allround human development mainly displays the improvement of national quality.
