摘    要:当前,中国房地产业对中国经济增长的拉动作用明显,表现为先导产业。从长期看,上海住房市场有较大的房价上升空间;从短期看,仍需警视诸多房价下跌因素。当前上海房地产调控政策重点应放在“短期防跌,中长期防涨”,构建一套长远的、可持续的房地产市场调控机制。同时,大规模建造经济适用房将难以持续,上海保障房建设应以公租房为主体,通过多样化房源筹集机制和公租房REITS创新,为公租房发展扫清瓶颈障碍。

Abstract:China’s real estate industry has grown as leading industry.In the long term,Shanghai’s house price will rise,but in short term we should pay attention to the factors that will lead to the fall of house price.Shanghai should build long-term and sustainable real estate market regulation mechanisms and establish affordable housing system with the core of public rental REITS.
