| 摘 要： | “五点一线”战略是经济全球化条件下辽宁省加快东北老工业基地振兴的重大战略举措。这一战略的顺利推进需要在对经济全球化及其最新发展趋势进行深入研究的基础上，制定和实施相关的政策措施。通过实地调研和文献分析，揭示了经济全球化条件下国际贸易和国际投资的新趋势，并从优化招商引资结构、加强区域经济合作、促进产业集群发展、加强环境保护4个方面提出系统性战略举措。
