民族自治地方经济自治权及其行使探析

经济自治权的实质是中央或上级国家机关与民族自治地方基本经济权限的划分,是国家经济利益和各民族自治地方经济利益的协调与平衡。法律赋予民族自治地方行使经济自治权的基本精神是加快经济发展。民族自治地方要根据实际情况敢于和善于依法不失时机地请求上级国家机关依法履行职责;敢于和善于依法行使"变通执行或停止执行"的自治权;敢于和善于依法制定"变通规定"或"补充规定";保障民族自治地方行使经济自治权的行政法规、部门规章以及自治区自治条例等应尽快颁布实施,以促进经济发展。
