| 摘 要： | 日本高龄者医疗保险制度长期以在职劳动者缴费和财政的转移支付为主要资金来源,随着人口老龄化和少子化形势的日益严峻,现行的高龄者医疗保险制度将使社会负担不断加重,因此日本开始对高龄者医疗保险制度进行改革。
