针对中国行政法学界近来提出的行政自制理论，系统介绍了日本行政法学界与宪法学界关于对政府及其行政进行监控的理论构成，以及日本现实行政系统内部的行政监控体系，并着重介绍了日本议会等来自行政系统外部的监控体系的设置和运行。

Internal & Parliament Supervision to the Administration in Japan

In accordance with the theory of self-restraint in administration,currently proposed by the Chinese administrative law scholars,this paper systematically introduces the theoretical constitutes of the Japanese administrative law scholars to the supervision of the government and its administration,the current Japanese internal administration supervision system,then mainly introduces the setup and operation of the supervision from the external administrative systems,such as the parliament.
