美国加利福尼亚州的行政法制办公室制度

在行政规范数量猛增、议会立法权受到冲击的背景下，美国加利福尼亚州的权力机关为了控制行政规范的数量、提高它们的质量，设立了行政规范审查制度。该制度的核心部分是以行政法制办公室为主体的制度，包括行政规范提案审查制度、现行行政规范审查制度和非法行政规范审查制度等。此类制度经过多年运用、多次修改，不仅程序严密、体系完整，而且可操作性强。我国如欲建立健全类似制度，加利福尼亚州的制度值得参考。

Californian System of Office of Administrative Law

In order to reduce the number of administrative regulations and to improve the quality of regulations, Californian Legislature enacts the review system of regulations charged by the Office of Administrative law. It is a generally sound system composed of the secondary review systems of proposed regulations, existing regulations and underground regulations. The Californian system should be a good reference to China.
