环境政策绩效与激励机制分析

在归纳分析环境问题的经济学根源基础上,提出了环境政策绩效及其综合评价体系。政策绩效是政策评定的首要标准,绩效评价主要包括有效性评价与功效评价。我国现行的环境政策体系以指令性政策为主,指令性政策存在着诸多不足,如强制遵从、引发"擦边球"行为和缺少激励机制等;另外,中央的环境政策目标由于与地方政府目标的不一致也使政策绩效常常偏离理想效果。从激励的视角探讨了完善环境政策绩效的有效途径,并通过对激励的发生机制、一般形式与综合激励模型的分析,提出了环境政策的典型激励形式,得出在环境政策设计中必须引入激励机制的结论。

Analysis of Environmental Policy Performance and Incentive Mechanism

The environmental problems mainly result from the multiple factors such as the externalities,the lack of properties,the bounded rationalities and the developing model which is incompatible to the environment.It's unreliable to settle the problem only by means of market mechanism,which makes policy intervention very important.Since policy implementation is not always effective,the research on environmental policy performance becomes crucial.This paper makes a probe into the significance of incentive in the course of intensifying environmental policy performance on the base of analysis of incentive mechanism,thus setting forth the view to exert the role of incentive in the process of environmental policies.
