| 摘 要： | 传统的文书立卷程序繁琐,组卷要求高且工作量大,造成人、财的极大浪费,已不适应办公自动化快速发展的要求。将以“卷”为保管单位改为以“件”为保管单位的文书立卷改革势在必行且具有可行性。
