社会风险是全球化时代的全球性议题。就转型时期的中国而言,频发的社会风险使中国进入了风险社会时代。从公共政策学科视野来看,社会风险对中国公共政策系统的治理能力、议题范围、议程边界、思维范式等构成了直接影响。为此,要有效应对和治理社会风险,中国公共政策主体需要强化风险意识、拓展治理思维、实施追踪决策。

Social Risks for China's Public Policy System: Impact and Measures

Social risks are a global topic in the context of globalization. For China in the transformational period, frequent social risks make it enter an era of risky society. From the perspectives of public policy science, social risks constitute direct impact to the harnessing capacity, topic scope, topic boundary, and thinking modes of China＇s public policy system. It is assumed that efforts should be made in strengthening an awareness of risks, expanding the thoughts on harnessing, and implementing the decisions of tracking in order to effectively respond to and harness social risks.
