东北亚环境治理进程评估

东北亚环境合作经过多年的发展形成了众多的制度安排,但是这些合作制度的功能相似,任务重叠,最严重的是各个机制独立行事,缺乏有效沟通。因此,目前东北亚环境合作最大的问题就是没有形成一个整合的治理体系,而是形成了由若干具体合作安排组成的松散结合体。因此,评估并总结治理进程中的问题,将松散的结合体整合成为协调的治理体系是东北亚环境合作的出路。

Evaluation of Northeast Asian Environmental Governance Process

In today＇s Northeast Asia, many cooperative institutions and regimes have been formed after more than 20 year＇s environmental cooperation. But constrained by many factors, none of those cooperative institutions has been fully developed, thus many similar programs are working separately at different levels and with different problems. The biggest problem in Northeast Asian environmental governance is the lack of integrated governance system except a loose coalition of many cooperative arrangements. How to develop the loose coalition into coordinated governance system is the way out for Northeast Asian environmental cooperation.
