科技风险初探

在高风险的现代性社会中，科技风险正在成为社会发展的最大风险源。科技风险以其明显不同于传统风险的特征使其在范围、幅度和深度上以整体性、复合性和深远性从根本上影响到整个人类生存和发展。科技风险的来源主要有科技知识不确定性所带来的风险，科技应用延缓效应所带来的风险，科技伦理失范所带来的风险，科技与其他社会因素交互作用所带来的风险，科学家对科技活动功利性追求的带来的风险。要消减、规避科技风险就要提高社会对科技风险的认知意识，明确并落实政府的职责，规范强化科技伦理，吸纳公众有序参与到科学决策和科学后果的评价中来，全球协同共同治理科技风险。

On Scientific and Technological Risk

In the modern society of high risks, scientific and technological risk is becoming the maximum risk source of the social development; and its outstanding characteristics, which is obviously different from the traditional risk, fundamentally influences the survival and development of the whole human being with its integrity, compounding and propounding in the scope, amplitude and depth. Scientific and technological risk consists of risks from the uncertainty of scientific and technological knowledge, retarding effect of scientific and technological application, scientific and technological ethics anomie, the interaction of science and technology and other social factors, utility pursuit of scientists towards science and technology activity. In order to avoid or eliminate the scientific and technological risk, this paper suggests improving the social cognitive consciousness of scientific and technological risk, clarifying and implementing the government responsibility, normalizing and strengthening the scientific and technological ethics, methodically accepting the public＇s j＇oining in the assessment of scientific decision -making and scientific consequence and globally cooperating to control the scientific and technological risk.
