摘    要:在我国国有企业改革中 ,建立现代企业制度的关键之一就是形成有效的经营者行为激励与约束机制。激励机制包括报酬激励和社会地位激励 ,约束机制包括市场约束、职业风险约束和硬化预算约束 ,另外还要有完善的监督机制。我国国有企业采用的模式应当是 :努力创造公平竞争的企业外部环境 ,逐步形成间接的经营者行为激励与约束机制 ,同时建立对经营者行为进行直接激励与约束的机制

Abstract:In the reform of the state owned enterprises in our country, the formation of effective managerial behavior stimulating and controlling mechanisms is one of the key steps in establishing modern enterprise systems. The stimulating mechanisms include reward and social status stimulation, and the controlling mechanisms consist of controls of market, professional risks, and hardened budget. Moreover, perfect supervisory mechanisms are needed. The modes that our state owned enterprises should take are: strenuously creating outside environment for fair competition, gradually establishing behavior stimulating and controlling mechanisms for indirect managerial personnel, and meanwhile establishing stimulating and controlling mechanisms for direct managerial personnel.
