| Abstract: | In the mass emergent incidents of the universities, those newly-emerged media represented by internet, cell phone and tiny blog have double functions to the development of the public opinion. We shall fully realize the objective necessity of constructing the public opinion guideline to the mass emergent incidents in universities, carefully analyze the features of those mass emergent incidents under the angle of newly-emerged media, positively explore the systems of news publication, forum communication, team construction, information gathering, precautious prevention, and incident handling, and make great efforts to build guideline system for the public opinions in the mass emergent incidents in universities. |
