相对集中行政处罚权向乡镇的拓展

相对集中行政处罚权在城市的开展对深化行政管理体制改革、加强行政执法队伍建设、改进行政执法状况、提高依法行政水平,起到了积极的作用。而乡镇是执法的重点之一,乡镇机构面临着新一轮改革的要求,乡镇政府也急需转变职能,乡镇执法队伍有待建设,有必要将相对集中行政处罚权向乡镇拓展。在乡镇设立综合执法机构,作为县（区）综合执法机构的派出机构,将成为相对集中行政处罚权在乡镇的运行模式,同时,相关的行政机关也应调整权力,理清与乡镇综合执法机构的关系。
