中国古代社会没有现代意义上的地方自治,在从传统到现代社会的转型变迁中,地方自治作为一种推行宪政建设的基础性工作而被纳入国人的视野。在清末立宪过程中,以省谘议局和地方各级议事会等机构的建设为标志,普通民众开始真正参与政治生活,文本意义上的民权开始在实际的政治生活中得到保障,成为中国民主政治建设重要的起点。

The Research about Local Autonomy and Civil Right in the Late of Qing Dynasty

There are no modern local autonomy system and thinking in ancient China society.In the process of transfering from tradition society to modern society,local autonomy system has been seen a foundation work to constuct constitutionalism by chinese people.In the constitutionalism of late Qing dynansty,commmon people began to participate in political practise lives though ZiYiJu and local conference,civil rights have achieve law safeguard through real political practises,and which has become the first step in chinese democracy political construction history.
