在全球和次全球(区域)体系中,中国作为全球性经济和地缘政治新兴大国,其上升态势有力地推动了与包括澳大利亚在内的大周边邻国的经济融合,以及政治和战略合作。在全球"复合依存"架构下,这种日益增强的经济融合与多领域的合作反映了中国地缘政治新趋势,即将自20个世纪90年代末开始实施的经济外交和针对中国大周边邻国的"外交魅力攻势"紧密结合。这种新的地缘政治战略推动中国和澳大利亚采取"和解"策略,增进经济合作和政治磋商,并最终促使双方构建战略伙伴关系。中澳战略伙伴关系的建立不仅有利于推动双边贸易和经济合作的进一步扩大,而且也有利于双方构筑政治和战略互信。中澳战略伙伴关系还有助于确保当中国凭借其新增的财富和力量获取相应的全球性大国地位时,澳大利亚和美国的其他盟友不要视中国的"和平崛起"为威胁,并进行自我约束,避免卷入美国遏制中国的任何企图。

The Theoretical Analysis of Middle Power Strategies at Systemic Global Level --Together with China-Australia Strategic Partnership

China＇s rising profile as a global economic and geopolitical actor at systemic （global） and subsystemic （regional） levels has helped to advance its economic integration and political and strategic cooperation with nations on its grand peripheries, including Australia. This increasing economic integration and multi sectoral cooperation in the context of complex interdependence may serve as a manifestation of China ~ s new geopolitical orientation that combines economic diplomacy initiated during the late 1990s with an ongoing diplomatic＂ charm offensive＂ toward such countries. This geopolitical strategy has encouraged both China and Australia to adopt a conciliatory approach aiming at economic cooperation and political consultation, eventually leading to strategic partnership. This partnership facilitates not only the expansion of bilateral trade and economic cooperation, but also builds political and strategic trust. Such partnership seems to help ensure that while China claims its due place on the global stage by virtue of its newly-found wealth and power, Australia and other American close allies do not construe its＂ peaceful rise＂ as a threat, and consequently, are encouraged to refrain from being involved in any American attempt to contain China.
