| 摘 要： | 基因技术负荷价值的使用具有正效应和负效应,必须进行规范。道德和法律是规范基因技术使用的两种途径,两者的软约束和硬约束相辅相成;公共监督机构的强大监督则能让道德和法律对基因技术使用的规范作用更好地发挥。认清基因技术的价值负荷,建立基因技术使用的规范必能较好地规避基因技术产生的负效应,使基因技术更好地为人类造福。

| Abstract: | Genetic technology comprises its value load.The application of genetic technology has both positive and negative effects,therefore,it should be regulated.It is believed that legal and moral regulations are two effective ways and supplementary to each other,and the forceful public supervision institutions will bring the impact of these legal and moral regulations on genetic technology regulations into full play.The establishment of the regulations for the genetic technological application will better avoid those negative effects caused by the genetic technology,and accordingly make it more beneficial to the human beings. |
