| 摘 要： | 刑法保障是西部开发法律保障的重要内容。文章提出了保障有序开发的服务观、严格执法的法治观、高标准的时代观等西部开发刑法保障观，并就如何为西部开发提供刑法保障所面临的一些重大课题进行了探讨。
