中国转型期社会公正问题研究

切实维护和实现社会公平正义,是构建社会主义和谐社会的基础。我国的政治、经济、文化发展取得了巨大成就,但在社会转型过程中产生的一系列问题却又使社会公正面临新的挑战。该文重点描述分析了当前的社会结构形态和机制功能,即“金字塔”型的社会阶层结构,还没有完全形成一个合理、公平、开放的社会流动模式,社会整合缺乏有效机制。笔者立足公平正义,提出塑造信息对称环境、打破体制性壁垒、提高公共财政能力、加大转移支付、建立整合的社会保障体系,构建良性运行的和谐社会。

Fairness and Justice:the Staircase of Building a Harmonious Society

The basic foundation of setting up the socialist harmonious society is to maintain and carry out the social fairness and justice.We have obtained the huge result on the political,economic and cultural development of our country,but a series of problems in social transforming process makes the society face new challenges.This paper analyzes the social structure and the mechanism functions,namely,the social stratum structure of "pyramid" type has not yet become a reasonable,fair,opening social flowing mode,and the social integration lacks the valid mechanism.Only having a foothold on fairness amd justice,can we set up a harmonious society of the positive movement by molding the symmetry environment of information,breaking the system barracks and raising the public finance ability,enlarging transferring pay,and establishing the social guaranteeing system.
